Many Missourians face barriers to getting government issued photo IDs and cannot access basic resources, meet immediate needs and exercise fundamental rights. The Missouri State ID Access Coalition is committed to removing barriers, ensuring that all Missourians can access accurate state-issued photo identification in order to lead healthy and fulfilling lives.

ID ACCESS FOR HOMEBOUND INDIVIDUALS
The current system, which requires in-person visits to licensing offices, creates a significant barrier for individuals with disabilities who cannot leave their homes due to medical or mobility limitations. Our team includes legal experts who are exploring concerns that this policy could conflict with the Americans with Disabilities Act, which ensures individuals with disabilities equal access to public services.
ACCURATE STATE ID ACCESS
Until 2024, the Missouri Department of Revenue allowed individuals to update the gender marker on their state-issued identification through Form 5532. Overnight, the Department eliminated this administrative process and began requiring a court judgment instead. This change created a significant barrier for transgender and gender-diverse Missourians, many of whom are now unable to obtain accurate, affirming identification. The challenge is to work with the State in various capacities to return to Form 5332.
MO FREE ID FOR ALL
More and more residents of the State of Missouri are in need of identification: To travel, to work, to shop, to vote, to reside. As the documentation challenges grow more and more, so do the prices of the ID. In Missouri, the process to get an ID can cost anywhere between $18-$560. The challenge comes as a paradox: to get an income, one needs an ID. To get an ID, one needs a source of income to pay for the ID.
